Copilot Chat: limits for users without a Microsoft 365 Copilot license

Microsoft is extending fair-use limits to additional Copilot Chat capabilities for users without a Microsoft 365 Copilot license in commercial tenants.

What changed

Rollout began November 2, 2026 for organizations with 2,000 or fewer Microsoft 365 seats; larger organizations begin November 9. Copilot Chat remains included, and responses already in progress are not interrupted.

Why it matters

Help desks should distinguish expected limit notifications from service incidents and review how users request or purchase additional licenses.

Known limitations

  • Microsoft controls the limits; administrators cannot view or adjust them, and numeric thresholds are not published.
  • The November 4 announcement applies to unlicensed Copilot users in commercial tenants across web, desktop and mobile. No admin action is required to enable the change.

Now check

  • Review Message center notices MC1536158 and MC1536163 and identify the tenant size and affected users.
  • Inform help desk staff that the product shows when a limited feature becomes available again.
  • Review self-service license request approvals and direct purchase settings in Microsoft 365 admin center.
